Steve Addicott is a founder of Caveon Test Security (joining in 2004), currently serves as Chief Operating Officer (COO), and sits on the company’s Board. He is a senior technology professional and self-proclaimed test security evangelist. With 30 years of industry experience, Steve’s career has focused on growing companies in the technology and measurement arenas.

As COO, Steve oversees all client-facing operations for the company, including marketing, sales, service-provisioning, and client success.

Caveon’s success stems from a commitment to, and hyper-focus on, exceeding client expectations. In addition to driving Caveon’s growth, Steve is deeply involved in the delivery of Caveon’s proprietary security services and technologies to myriad testing companies. Through hundreds of client engagements, Steve has gained a close perspective of the security challenges faced by testing organizations, and recognizes the most effective means to confront those challenges. Addicott has been instrumental in shaping test security policy in high-stakes testing, including the certification and licensure and education arenas. In education, his expertise has influenced test security policy at the state, district and local levels. He spearheads Caveon’s ongoing work with many large, international certification and licensure programs and several state departments of education, formalizing the use of Caveon services into their test result quality assurance processes. He has served on numerous industry panels and councils, including the Association of Test Publishers (ATP) Test Security Committee and as Board member (2015–2023) for the Information Technology Certification Council (ITCC). He has authored peer-reviewed articles and chapters, including the “Security of Technology-Enhanced Assessments” for Cambridge University Press’ publication, “Next Generation Technology-Enhanced Assessment: Global Perspectives on Occupational and Workplace Testing.” A popular public speaker, Steve is frequently called upon to present at assessment industry conferences, including events sponsored by the ATP, the Conference on Test Security (COTS), the International Test Commission (ITC), The Institute for Credentialing Excellence (ICE), The Council on Licensure, Enforcement and Regulation (CLEAR), the Council for Chief State School Officers (CCSSO), the National Council of Test Administrators (NCTA) and the ITCC. An avid mountain biker, river-paddler, and skier, Steve resides in Park City, Utah.
