Michael Clifton, J.D., is a lawyer and an experienced test operations / test security practitioner. During his seventeen years at ACT, he led critical assessment functions, including test administration, test accommodations eligibility, test security, and legal. His experience includes overseeing test security risk assessments, directing international legal and investigation teams in connection with testing misconduct, and overseeing the legal defense of matters involving test security decisions. Michael served as lead counsel to ACT in more than one hundred AAA arbitrations related to test security score cancellations. After departing from ACT in 2023 as its Corporate Secretary, Vice President of Legal and Test Security, and General Counsel, Michael joined Cornerstone Strategies and serves as a consultant to a variety of assessment and credentialing programs. He also established Morningside Legal, PLLC, a law firm focused on serving the needs of credentialing, licensing, and assessment programs. Michael has served in various capacities for ATP and is the current Vice Chair of the ATP Workforce Credentialing Committee. He earned his J.D. with Distinction from the University of Iowa College of Law. He holds licenses to practice law and conduct private investigations, and he is a Certified Information Privacy Professional (CIPP/US).
