John Weiner is an independent adviser, providing strategic consulting services to assessment-focused organizations, including talent assessment, certification and licensure testing, workforce readiness, career navigation, and learning and development. Services include assessment product/R&D strategy, psychometric guidance, market analysis, partnerships and M&A support, assessment solution advocacy, advisory and directorial board participation, and thought leadership in industry forums.
John previously served as Chief Science Officer at PSI, leading the global consulting, R&D, psychometrics, and assessment content departments. His focus has been on the intersection of measurement science and technology, and more recently upon responsible and ethical use of technology-enabled assessment, including AI. He has led the development of innovative, sound, and lawful solutions for private and public sector organizations, certifying bodies, regulators, and non-profits. He has served as an expert witness and arbitrator in testing cases. John is active in various professional associations including SIOP, where he serves on the Committee for the Advancement of Professional Ethics (CAPE), as well as the Association of Test Publishers (ATP) where he served as 2020 chair of the board of directors. He has made over 160 conference presentations, and co-authored a book on Online Recruitment and Selection, and book chapters on Licensure and Certification Testing and Systems for Next Generation Global Technology-Based Assessment. He served as co-chair and editor of the recent ITC/ATP Guidelines for Technology-Based Assessment. He is a SIOP Fellow and recipient of ATP’s 2024 Professional Contributions and Service to Testing Award.
