Donna McPartland, Privacy Officer, Senior Attorney, General Counsel, FIP, CIPM, CIPP/US
Donna McPartland is a senior advisor, attorney and testing industry leader currently in private practice
serving as Of Counsel at Conley Rose P.C law firm’s Privacy and Cybersecurity practice group. Donna has
over 25 years of legal experience and her practice focuses on providing global data privacy and security
counseling. Donna works with clients in a practical way to address their priorities and find workable
solutions to their privacy and security compliance needs by providing strategic counsel and advice to
help develop, implement, and maintain global data privacy and security programs and AI governance
programs. Donna’s clients include global testing organizations, EdTech providers, online proctoring
services, tech companies, financial service companies, start-ups, and non-profit organizations.
Leveraging her experience as in-house legal counsel, Donna serves as external general counsel and as a
privacy officer for clients. She has served in-house as Chief Privacy Officer in the educational and testing
industry, including at The College Board and at the Graduate Management Admission Council (owner of
the GMAT exam). Donna serves as Co-Chair of the Association of Test Publishers (ATP) International
Privacy Subcommittee and has been active in the ATP for many years. She is a member of the Board of
Directors of the Nonprofit Risk Management Center and an Advisory Board member of the U.S.- Ireland
Alliance. She is a regular speaker at industry conferences related to testing, education, and innovative
technologies including AI (Artificial Intelligence) and biometric identification.
